dc.description.abstract Crime and personal safety continue to be issues of public concern all over the continent and the world as well. This has led to holding of a series of security forums and meetings to curb the situation that is really worrying. In Kenya, it is also a major concern as it has led to numerous cases of loss of property, displacement and death. Lack of security causes unrest and panic among civilians. In areas such as Mt. Elgon, families would resort to sleeping outside their houses in order to secure their lives. However personal monetary value is left vulnerable at such moments and susceptible to theft. Police officers also often find themselves at the wrong side of criminals. This leads to serious consequences such as injury, loss of their arms and death. The objective of this project is to provide means of detecting crime and responding to it before it occurs, not only in Mt. Elgon but also the county as a whole. This study will entail gathering of all intelligence on the ground in order to protect police officers from harm caused by criminals when responding to an attack. It will entail using GIS, programming and web development to capture necessary spatial information and incorporate it into the system for proper functionality. The entire process would require writing of code using python language, database programming, entering required gathered spatial information while also relying on satellite imagery of the area for land cover information. The expected result is a web-based GIS application with good interactivity, pop ups, selection, zooming and routing machine with road details for proper movement. An interface for sending and receiving SMS that facilitates crowd sourcing or information gathering from civilians. Another result is a digital spatial based occurrence book for capturing and storing all crime incidences and booking of clients. It will also include crime incident predictive data dynamics analytics. This is based on the theories of repeated victimization and repeated hotspots in various circumstances in the region. The system also has a feedback mechanism track recording capabilities. The purpose is to notify the admin of every incident taking place to avoid manipulations. en_US
